HPCR Resources

HPCR's portal on "IHL in Israel and the Occupied Palestinian Territory" provides online access to reference documents and original policy briefs. A selection of materials translated into Arabic and Hebrew available through the e-library.

HPCR's International Humanitarian Law Research Initiative portal comprises links to tens of thousands of documents, offers briefing notes on the latest issues and debates related to IHL, and sponsors electronic conferences on key aspects of implementation.

The Peacebuilding Initiative is a project of HPCR International, in partnership with the United Nations Peacebuilding Support Office and in cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University.

The elaboration of the thematic areas was informed by a core advisory group, representing various constituencies of the peacebuilding community. The structure, content and materials of specific thematic areas were then created by a team of consultants, research assistants and interns and revised with comments from advisers representing a variety of geographical, organizational, and ideological perspectives.

In light of the Arab spring, is the Tadic definition of an armed conflict still adequate? At what point was the situation in Libya characterized as an armed conflict and at what point will the situation in Syria? and should states wait on the ICRC to make such characterisation or can they on their own decide to treat a situation as an armed conflict? See More
